Keeping LADWP Connected - Fiber Optic Enterprise Team

LADWP is made up of a vast and diverse workforce, encompassing over 11,000 hard-working employees who keep the organization running smoothly. This year, Contact is launching "In the Spotlight" to highlight the work of teams or positions that play important roles at the Department, but are sometimes behind-the-scenes or not as well-known by many employees. Contact hopes to shine a light on what they do and their essential work, allowing employees to be more informed about all the career paths here at LADWP.
To kick off the year, Contact is featuring the Fiber Optic Enterprise (FOE) team, part of the Network Transport Engineering & Drafting (NTED) section in the Information Technology Services Division (ITSD).
What Does FOE Do?
The FOE team designs and manages LADWP’s state-of-the-art fiber optic network that serves as the communication backbone for the Joint, Water and Power Systems. FOE, along with related NTED groups Cable Transport Engineering (CTE) and Wireless Transport Engineering (WTE), form the communications triad that services all of LADWP’s site-to-site communication and network transport needs.
Within FOE there are two subgroups: Dark Fiber Engineering and Lit Service Engineering. Dark Fiber Engineering is responsible for the physical cable design and connection of the fiber network in a variety of environments, public right-of-way’s, public and private buildings, underground structures, internet hotels, water facilities and LADWP’s power stations. Lit Services Engineering is responsible for the network equipment that "lights" up the fiber and allows data to pass through.
The Metro and Valley Communications Cable Shops in the Power System and the Data Shop in ITSD support FOE in the field by executing the physical buildout of the fiber optic network. Together with the Network Operations Center (NOC), FOE and the Communications Cable and Data Shops maintain 24/7 operations, as the need to quickly restore critical communication, power lines protection and control services arises during all hours. This vast variety of work keeps the team on their toes.

We get to see a lot of the system, work with other groups, have impact and expand our horizons this way. One moment you might be designing a new project, learning something about another part of the system with colleagues or responding to trouble in the field with construction crews. Despite being a small operational group, FOE engineers, Communications Cable Shops and Data Shop together maintain a communications infrastructure that is one of the largest fiber backbones in the City of Los Angeles at 1,000+ miles of cable, adding up to 120,000+ miles of individual fiber strands. These fibers connect to 240+ LADWP facilities and 200+ additional external buildings. Additionally, a subsection of the network is commercially advertised as the Los Angeles Optical Network (LAON) and generates revenue back for LADWP. Notable LAON customers include the City of LA Information Technology Agency, USC, UCLA, Children’s Hospital of Los Angeles, Fox Entertainment, ViacomCBS and Disney.

FOE continues to grow LADWP’s fiber optic infrastructure and will advance its technologies through new projects in the coming years. Soon, FOE will have opportunities for additional Electrical Engineering Associates and Civil Engineering Drafting Technicians to join their team.
