Power System Culminates Year-Long 2022 SLTRP

On October 11, Power System reported the findings of the 2022 Power Strategic Long-Term Resource Plan (2022 SLTRP) to the Board of Water and Power Commissioners. The team presented the recommended case, which identifies the path forward to achieve the City’s aggressive decarbonization goal of 100 percent clean energy by 2035—a decade ahead of the state’s legislated deadline.
During the presentation, Manager of Resource Planning Jay Lim, who headed up the 2022 SLTRP, described the plan as “a roadmap for our power future,” guided by the core principles and key considerations of environmental benefits and equity, reliability and resiliency, and affordability and rate impacts.

The 2022 SLTRP involved a robust public engagement process, bringing together an Advisory Group comprised of more than 45 members representing community organizations, city and local government, other utilities, customers, neighborhood councils, business and environmental organizations. The group met virtually 11 times over the last year to provide input throughout the planning process. In addition, LADWP conducted three virtual public outreach meetings to create awareness and gather feedback from customers across the city.
The SLTRP is updated with new data inputs every year, but was paused until the Los Angeles 100% Renewable Energy Study (LA100), led by the National Renewable Energy Laboratory (NREL), was finalized. Resuming after a five-year hiatus, the 2022 SLTRP built upon the framework, approach and methodology of LA100 developed by NREL’s team of renewable energy experts and researchers.
The SLTRP team of engineers utilized NREL’s technical modeling methodology and approach, and adopted it for the SLTRP to thoroughly evaluate the future power system’s reliability and resiliency, given that LADWP’s future power system will need to dramatically expand variable renewable energy and energy storage. The team coordinated and updated almost 100 different set of assumptions, vetted the results through various caveats of the study, ran thousands of hourly dispatch models from 2022 through 2045, and analyzed various scenarios and sensitivities in developing an actionable plan to understand the potential outcomes and risks.
LADWP plans to update the SLTRP on an annual basis to account for changes in market prices, technology maturity and other policy changes as they evolve over time.
Led by the Power Resource Planning, Development and Programs division, the 2022 SLTRP was a team effort that encompassed a wide variety of LADWP groups and divisions including Power Transmission, Regulatory and Innovation; Environmental Affairs; Power Engineering and Technical Services; Corporate Strategy and Communications; Financial Services; and Efficiency Solutions, among others.
